Peter Rotolo is a dedicated 46-year veteran of the Toronto Paramedic Service, who will be one of the three Emergency Management Subject Matter Experts (EM-SME) responsible for the extensive work on all the aspects of this RFP. He has spent the last three decades in a senior officer position working with FO and all the relevant bodies to fulfill their deliverables’ objectives. Peter’s many areas of responsibility include Operations, Training, Emergency Preparedness Planning, and Event Planning (local, provincial, and national). He has extensive Incident Management and training experience.
Peter is an advisor to many organizations, such as Centennial College, St. John Ambulance, Ontario Critical Incident Advisory Group, to name a few. He is also a part-time instructor at Centennial College and Humber College in their Paramedic Programs. Peter was the operational lead during the SARS outbreak and developed numerous instrumental processes that are still used today to prevent infectious spread within the first responder community. He holds Level 100, 200, 300 and 400 IMS/ICS and has been requested to speak at many conferences on incident management in Canada, and most recently in the United States.

He began his career with the Toronto Police Service and during his tenure with the service, he moved through various ranks to the role of Superintendent of the Emergency Management & Public Order Unit. Bill’s role as Unit Commander included oversight of the service’s emergency management program, critical infrastructure, search management, and special/major events planning. He commanded the Toronto Police Mounted Unit and several specialized teams including the Heavy Urban Search and Rescue Team (HUSAR), Public Order Unit (POU) and Chemical, Biological, Radiological, Nuclear, Explosive (CBRNE).
Bill’s expert knowledge, extensive experience and leadership skills have defined him as one of Canada’s leading experts in emergency management being demonstrated through the planning, training, exercises, and numerous operational responses as Incident Commander, as well as Command Staff positions over the span of his career, most notably the 2008 Sunrise Propane Explosion, 2009 Tamil demonstrations, 2012 Elliot Lake Mall Collapse, the 2013 Ice Storm and Floods. He also commanded as Operations Chief for both the 2010 G8/G20 Summit and the Toronto 2015 Pan Am/Para Pan Am Games.
As a founding member of the provincial Incident Management System (IMS) Steering Committee, Bill is a strong advocate for the use of Incident Management System. He successfully led the implementation of IMS in one of the country’s largest Police forces and is seen as a leader in the field currently working to align municipal, provincial, and federal programs. Bill has represented the Toronto Police Service on numerous municipal, provincial, and federal committees, was the co-chair of the Toronto Emergency Management Symposium and the project sponsor for the Toronto Association of Police and Private Security (TAPPS) program. He is a Certified Emergency Manager (CEM) through the International Association of Emergency Managers. During Bill’s outstanding career, he was awarded the Governor General Exemplary Service Medal with 2 Bars along with the Queens Diamond Jubilee Medal.

Throughout his distinguished journey, he undertook a multitude of responsibilities, showcasing his exceptional leadership and expertise in overseeing emergency medical response operations, training, and emergency management. On numerous occasions, he stepped into the role of Acting Deputy Chief of Operations for Toronto Paramedic Services, demonstrating his adaptability and commitment to the organization.
